Roger Fowler

Roger Fowler brings to Statewide Engineering 32 years of experience with the Department Of Transportation. Roger retired in February of 2005 where he held the position of Assistant District Construction Engineer in Tifton. In this position with the Georgia Department of Transportation, Roger was responsible for assisting with the managing of construction employees and construction projects throughout District 4 which included all types of construction ranging from simple county contract work to more complex interstate construction in a total of 32 counties and 85 Cities.

While employed with DOT Roger completed numerous engineering technical courses in surveying, design, hydraulics, and construction techniques. He also completed a series of courses in managing Employees in State Government. Prior to this Roger was District State Aid Coordinator for 16 Years, District Hydraulic Engineer for 2 years, worked in design for 8 years and worked on a DOT survey team for 5 years.

With GA DOT Construction, Roger was responsible for reviewing plans for Preliminary and Final Field Plan Reviews. Roger reviewed projects for traffic control, erosion control, and quality of construction. He conducted day and night inspections and reviewed traffic shift plans and was on site when traffic shifts on major projects was performed. Some of Roger’s responsibilities as District State Aid Coordinator were working with local governments to establish priorities. Also, Roger compiled cost estimates and needs evaluations for County and City Contracts. He advised Counties and Cities on how to utilize State and Federal Funding for local projects. This included bridge repairs, resurfacing, new construction, erosion control plans, etc. As District Hydraulic Engineer, Roger was responsible for writing hydraulic reports which included the sizing of bridges and culverts for the district. While in design Roger drafted and designed projects such as bridge projects, passing lanes, 4-lane divided highways, and complex curb and gutter projects. Roger’s experience in surveying includes all types of roadway surveys and a limited amount of bridge layout.
