EXPERIENCE SUMMARY Stanley began employment with Statewide in 1996 as a rodman in a field survey crew. Due to his eagerness to learn, he was quickly promoted to survey party chief. As a party chief, Stanley earned valuable field experience and toned his “people” skills. The computerized reduction of field data quickly introduced Stanley to Statewide’s design software. Again, his positive attitude prevailed, and he was included in Statewide’s civil design team. From 1999 to 2001 Stanley was finishing up his engineering degree at Southern Polytechnic State University. He was able to continue part time employment with Statewide as a draftsman and designer from his apartment via the Internet, phone, and fax lines. This gave Stanley a unique opportunity to immediately apply skills learned in his college classes to real world projects. Stanley would drive home nearly every weekend or break from college to plot out his drawings and review his work with his supervising engineer. This dedication, hard work, and eagerness to learn allowed Stanley to graduate on time and with honors. With Stanley’s dedication to work, and to provide for himself, and with the help of the HOPE grant, Stanley was able to put himself through college without any outside financial assistance or student loans. Stanley provided Statewide with a well-rounded background in both surveying and design. Soon after graduating from college, Stanley was again promoted to manager of the engineering design department. At this position, he was responsible for meeting with clients, assessing their needs and demands, preparing scopes of work, fee proposals & contracts, performing site design, necessary calculations and construction documents for senior engineer review, obtaining all required permits, estimating quantities and cost estimates, preparing bid packages, and providing bid result recommendations. At this level, Stanley quickly became the preferred go-to guy for the vast majority of Statewide’s clientele. Stanley is currently the President and workhorse at the driving wheel of Statewide. Stanley taps the vast experience and knowledge of the entire staff to provide the client 110%. Stanley understands the many aspects associated with civil design and project development and personally oversees the majority of projects completed by Statewide. Statewide is very fortunate to have such dedicated project leader. Based on industry standards, Statewide Engineering, Inc. spends far less on marketing and overhead. Stanley believes in the age-old adage that work ethics which meet and exceed client expectations will market itself. EXPERIENCE SUMMARY
Mark Dill joined the Statewide team in 2006 as a Contract Administrator with 6 years of proven experience in operations management. His experience includes financial and managerial management, cost accounting, auditing, and project tracking. He is the Contract Administrator for Statewide and is responsible for proper and accurate administration of all correspondence and documents relating to the processing of funded grant projects. Mark can guide, direct, and coordinate document flow and communication in an efficient manner. Mark works closely with the designers and project managers to facilitate the progress of contract documents. As contract administrator, his duties include preparing and distributing contract documents and permits, designing forms, assisting with the bid process, attending construction meetings, monitoring construction progress, maintaining proper financial records, and assisting with the project close-outs. Mark oversees many different types of grant funded projects for Statewide; these include Community Development Block Grants (CDBG), USDA, Transportation Enhancements (TE), Employment Incentive Programs (EIP), SPLOST, FEMA, GEMA, and FAA airport projects. Mark can deal with multiple projects, prioritize and quickly and appropriately respond to each project. In dealing with clients, local and state governments, and contractors, one of Mark’s strong points is his professionalism in ensuring client satisfaction while at the same time complying with governmental guidelines and assisting contractors in meeting deadlines. |

EXPERIENCE SUMMARY:
Donald Pate began his career at Statewide in 1999 and brought with him at that time over 16 years of experience in construction and environmental remediation work. As a Project Superintendent with his former employer, Donald supervised all types of water and sewer improvement projects such as installing water mains, fire hydrants and service connections, installing gravity sewer mains, manholes, service connections, sewer pump stations, and sewer force mains, expanding waste water treatment plants, and drilling water wells. As an Environmental Remediation Project Superintendent, Donald supervised hundreds of projects such as asbestos abatement, removal of lead-based paint, underground storage tank removal, and removal of contaminated soils. Donald is a licensed Abatement Supervisor in GA, FL, AL, MS, NC, SC, and TN. When joining the Statewide Team as a Construction Inspector, Donald immediately began overseeing numerous street, drainage, water and sewer related infrastructure improvement projects. Many of the projects he managed were funded by CDBG, EDA, One-Georgia, EIP or other types of federally and/or state funded projects. Donald soon was promoted to Project Manager and began to oversee projects from initial concept throughout construction close out. His tasks include meeting with clients to determine the needs of project, estimating design and construction costs, and determining what outside funding sources may be available. Once budgets and funding are secure, Donald tracks the project through the survey and design process, the bidding and construction phases, and final project close out. Donald coordinates with the client and permitting agencies as necessary throughout the entire process to ensure all parties know exactly where each project stands at any given time. The vast construction experience that Donald gained prior to joining the Statewide team allows him to analyze a project’s requirements from both an engineer’s and a contractor’s point of view. This approach allows Statewide to develop the design and construction requirements that not only satisfy the project’s needs but does so in a method that ensures constructability at an economical cost. By taking this approach, construction costs are minimized, and lengthy construction time frames are avoided. Donald is a valuable member of the Statewide team. EXPERIENCE SUMMARY From 2015 to 2018, Jordana completed her Environmental Engineering degree at the University of Georgia. While at the University of Georgia, Jordana took several classes that helped to prepare her for her position here at Statewide, such as Environmental & Energy Policy, Urban Systems, and Natural Resources. During her time at the University of Georgia, Jordana maintained a job requiring her to work between 20 to 30 hours per week while taking a full course load. Through hard work and dedication, Jordana was able to balance both her job and academics. This accomplishment emphasizes Jordana’s strong dedication to completing all tasks presented to her. Jordana began employment with Statewide immediately after graduation in 2018 as an Engineer In- Training (EIT). Jordana has since gained valuable hands-on experience in the use of AutoCAD Civil 3D for use in the design of roadways, intersections, railroads, site grading and drainage plans, and utility plans. Jordana works alongside survey teams to define survey work orders and review completed surveys. During design, she completes all necessary design drawings and calculations for senior PE review. Once a design is complete, Jordana walks projects through all required plan review and permitting required by various agencies. Jordana is a key team member for Statewide Engineering due to her knowledge and ability to use AutoCAD Civil 3D to create complex, three-dimensional models of projects. These three-dimensional models aid in dramatically reducing the design time while improving accuracy. These models are dynamic and allow changes to made quickly and efficiently. The models allow the designer to compute accurate quantities, check for conflicts both above and below ground, as well as allow the client to visualize the finish product prior to groundbreaking. These three-dimensional models can then be utilized by contractors with GSP machine-controlled grading equipment, which eliminates the need for expensive construction surveying. Although Jordana is one of the youngest team members at Statewide, she often assists other senior staff with troubleshooting complex 3D modeling. Education:

EXPERIENCE SUMMARY
Roger Fowler brings to Statewide Engineering 32 years of experience with the Georgia Department of Transportation. Roger retired in February of 2005 where he held the position of Assistant District Construction Engineer in Tifton. In this position with the Georgia Department of Transportation, Roger was responsible for assisting with management of construction employees and construction projects throughout District 4 including all kinds of construction ranging from simple county contract work to more complex interstate construction in a total of 32 counties and 85 cities. While employed with DOT Roger completed numerous engineering technical courses in surveying, design, hydraulics, and construction techniques. He also completed a series of courses in managing employees in State Government. Prior to this being promoted to Assistant District Construction Engineer, Roger was District State Aid Coordinator for 16 Years, District Hydraulic Engineer for 2 years, worked in design for 8 years and worked on a DOT survey team for 5 years. With GA DOT construction Roger was responsible for reviewing plans for Preliminary and Final Field Plan Reviews; reviewing projects for traffic control, erosion control, and quality of construction; conducting day and night inspections; reviewing traffic shift plans and being present on the project when traffic shifts on major projects were done to make key decisions when problems were encountered. Roger’s responsibilities as District State Aid Coordinator included working with local governments to establish priorities and to work up cost estimates and needs evaluation for county and city contracts. He advised counties and cities in how to utilize State and Federal Funding for local projects. These projects included bridge repairs, resurfacing, new construction, erosion control plans, etc. Roger, as District Hydraulic Engineer, was responsible for preparing hydraulic reports which included the sizing of bridges and culverts for the district. When in design Roger drafted and designed projects such as bridges, passing lanes, 4 lane divided highways and complex curb and gutter projects. Roger’s experience in surveying includes all types of roadway surveys and a limited amount of bridge layout. With Statewide Engineering, Roger prepares and reviews construction plans, figures quantities, puts together contract documents, writes special provisions, concept reports and environmental documents for enhancement projects (TE). He prepares CDBG projects and city and county projects, cost estimates, estimates quantities and drainage calculations for senior engineer final review, and assists with obtaining required permits. Roger conducts pre-bid, bid opening and pre-construction meetings, and provides bid result recommendations for all types of projects. When projects are out of budget, Roger performs value engineering to assist in meeting the budget. Roger advises and assists in the areas of construction management as needed and helps with surveys in determining proposed alignment. Roger is a key team member for Statewide Engineering due to his vast experience in highway, drainage, traffic control design. Also, he fully understands the internal working methods and procedures of the Ga. DOT and personally knows numerous DOT officials at all levels. This knowledge, experience, and personal relationships gained from his 32-year tenure at Ga. DOT allows Roger to quickly and effectively progress projects that required DOT funding and/or permitting. |

EXPERIENCE SUMMARY
Ted Gibbs has substantial design experience. He has been responsible for preparing plans for senior engineer review and comment. Ted has gained valuable experience in design of roadways, water systems, sewer systems, lift stations, erosion control plans, comprehensive storm water monitoring plans, drainage plans, and conceptual project plans, as well as the supporting forms and reports for these functions. Ted’s professional development studies, along with practical experience has made him extremely proficient at dealing with storm water management issues as they relate to the National Pollutant Discharge Elimination System (N.P.D.E.S.). He is extremely well versed in addressing non-point source pollutant issues for construction activities, as well as related issues for industrial activities, including asphalt plants, surface mining, borrow pits, and various fill site activities. Ted has been instrumental in Community Development Block Grant (CDBG) projects from the initial application phase through final project construction plans for numerous CDBG applications, as well as other grant-funded projects such as TE, EIP, FEMA, GEFA, USDA, and others for over 20 years. Along with civil design, Ted has been invaluable to Statewide in other ways. Ted holds GA state licenses in Class 3 Drinking Water Operator, Class 1 Wastewater Operator, and Wastewater Laboratory Analyst. These licenses allow Statewide Engineering to incorporate operational considerations into every utility design.
